WHAT IS A COMMUNITY ASSOCIATION?

A Community Association is an advisory body that represents the members of a given community. They act in an advisory capacity only, meaning that they take input from the community on various issues and concerns, look into those issues and concerns, and then address themselves to the County Board of Supervisors (or any other relevant organization) to try and get an action taken. It is important to note that a Community Association has no fiscal authority, meaning they cannot levy taxes.

While incorporated municipalities in Butte County such as Oroville and Chico have a City Council to represent them to the County and other organizations, rural areas must rely on more informal structures, such as Community Associations, that rely on a "Strength in Numbers" philosophy - 2000 people speaking with one voice on a given issue carries much more weight that just a few individuals speaking separately. It is our hope that we can bring together all the people in the 95916 area code and allow them to make their voices heard on the issues that are important to them.

ABOUT THE BERRY CREEK COMMUNITY ASSOCIATION

On March 17, 2007, a community meeting was held at the Berry Creek School to talk about the idea of putting together a local community group that would represent all the residents of the 95916 area code to the Butte County Board of Supervisors, as well as to other entities. 22 community members expressed interest in being on the council, and were all nominated as members of a Steering Committee; this Steering Committee was tasked with looking into how to go about getting this community group formed.

Over the next 9 months, the Steering Committee went through the work of setting up a local election to elect representative for the community group, as well as figuring out what would be the best actual entity to have. After discussion with the county and within the Steering Committee, it was determined that our area would best be served by a Community Association, as opposed to a more formal structure such as a Municipal Advisory Council.

The current Mission Statement for the Berry Creek Community Association is:

"The Berry Creek Community Association is formed to represent the communities of 95916 to the Butte County Board of Supervisors and other entities for the purpose of providing its citizens with input on concerns that impact our quality of life including zoning, community recreation, and safety."
